The doors creaked open uneasily, two men of Wan standing guard. They saluted as Huang Zhong entered the chambers, uneasy and unfamiliar with the old man. He was still fresh from his duel with Mi Zhang, dust covering his robes and armor. It was unusual, in this day and age, to gamble an entire city on the outcome of a duel between two men. The former prefect must have been from a former age, where honor and pride had reigned. Huang Zhong knew those days, and he missed them so. Perhaps....perhaps he could carry on a portion of Mi Zhang's legacy, and rule with those values.
"....Set up plans for a speech. I plan to speak publicly to appease the people, alleviate their fears. Please make arrangements."
The two men bowed, leaving Huang Zhong alone in the audience chamber. His eyes gazed around the room until they fell on a specfic chair. It was the chair the prefect sat in when recieving guests. Now, it stood unoccupied, with no man to fill the responsibilities it entitled. Now, Huang Zhong intended to fulfill that role. After spending some time staring at the chair, Huang Zhong finally left. He had a town to address.

Huang Zhong stood in the council chambers, attending to the last issues of the day. He had come a long way with this city in such a short period of time; the people were supportive of him, supportive of Wei, and he had done right by them. Now, however, he had to leave Wan; he was needed in Xu Chang for urgent bussiness, and so he needed to leave an advisor in charge. After briefing the man to act as his temporary replacement, he left the city and marched for Xu Chang.
