I have just added that part to the section 4 part of the rules. However we are only willing to sell mass adaptations of previously designed structures. Thats because of the 2 options we have for the purchase and sales of invented products.
If you're just edited an arbalest, just buy a bunch of arbalests and then d a small post editing them and they'll be converted. We don't accept a slightly edited version of a catapult or something as a legitimate invention.
But yeah, read the inventions tab located in section 4 of the rules.
Huang Zhong, what sort of limitation are you talking about, please be more specific.

There have been 'Transports' and 'Archer Boats' on other sites, and they worked fairly well. I've also seen Pirates, and Marines. Though used seldom. I like the idea. Especially since there is a lot of water on the map.

Hmmm, seems like a good opportunity to use the invent task? Maybe we won't have any set types of ships (other than basic) until people invent them?

The limitation I spoke of on special units referred to the number of special troops that an officer could have. For example, I could only have 30 Commandos, rather then 100.

Such a limitation doesn't need to exist, the units have their own drawbacks when being used in extreme numbers.

Well the first major npc battle will be Cheng Du. Where it'll be Liu Zhang (run by cao cao and sun quan) verses a lot of Shu.
There will be other battles that are npc orientated as well, possibly the nanman campaign and the wu wei campaign, I'll be setting random objectives for kingdoms in the order of shu, wu and then wei.

Couple suggestions for you guys:
1) If you are planning some sort of Big Battle, like Cheng Du, you would be eliminating the other two kingdoms because it would be all Shu oriented. Not sure if that is a good idea, but if you had other plans then whatever I obviously would not know them.
2) The same thing always happens since I have been RPing. Kingdoms will gobble up all the new/open land to add to their kingdom, kinda like Kyle gobbles on things, but then no one ever attacks each other. You may have to find a way to 'force' them to fight each other if they do not do so on their own. The staff are the leaders, which helps with that situation but just keep that in mind.
3) The site is good, but still you have not passed the first major test. That is a Player vs. Player battle which actually comes to completion. Maybe a handful of times it has ever happened. The staff are the leaders in that case but also the mods which hopefully will not lead to any bias issues. Also, when player versus player happens they never usually finish due to b*tchfests and what not.
Just a few friendly words from your pal Ryan/Dark. The key to success is Staff to Player interactions and vice versa. You can not just create a site for people to go and RP, you have to engage with them so they feel that interaction.
For example, that last main battle was unorganized and confusing due to everyone. However, one thing that I made sure to do on other sites was to mention the players names in your posts, that is what they look for and lets them know you know they are there.
Ok, that is all.

You kind of answered all of your own suggestions in each point you had. We already understand all of this, too, but I appreciate your words of encouragement. All I will say is that we know what we're doing and know what needs to be done.

Ok, that is all. 1: Cheng Du is a kingdom objective, objectives will be assigned at random intervals between every kingdom, we focus on one at a time, but Shu is first because the re-creation of Shu as a kingdom is important. That is why we're looking into this cheng du battle. 2: we allowed for extra cities for people to get used to it, the same applies even if we all had an equal cut in territory, that issue will always arise. There are kingdom objectives that sort of force nations to be at war to get the prizes, and these prizes often outweigh the losses occured in battles. So its important that these objectives get met by everyone, creating a better contention of power. Everyone is expecting a player vs player battle to arise within a week, between you know who lol. So Lyle and I will discuss whatever needs discussing to make sure the first battle goes smoothly. As co-admins and co-creators we act on what benefits the site, I dont think the biasm will be a huge issue since Lyle and I get on really well, we'll tackle any issue that comes along no sweat. 3: very much like the above response. Another thing popped to my mind. (if that's even a valid expression) Soon, there's going to be more player vs player battles when all the NPC cities are taken. Now how a bout a separate thread (in like, the notices board) for each different faction, stating how many troops they have total, and which city holds how many troops. There could also be a 'extra' part that should state if there are any troops marching somewhere, or currently attacking something, so it's easy to keep track of all troops (I guess that's common information anyway?) Ok, you could also do that in the separate city threads, but it would most likely be much easier (for everyone) if it was just in one general thread.

About the male/female member of the month award.... maybe you wanna put a limitation for example if Zhuge Cheng wins the first month he's out of the voting for the next two, three months maybe? Just a thought.
