The city of Wan was a large, bustling city. Many people walked it's streets everyday, doing various tasks such as shopping, trading, chatting, or simply strolling. Today, the normal busy hustle and bustle was instead replaced with nervous whispers and murmering, and rumors flew through the air. The once independant Wan was now under Wei control, and their former prefect was dead. What would Wei do differently then Mi Zhang? Would the city prosper, or would they be squashed under the thumb of a ruthless tyrant, bent of domination and control?
Huang Zhong soon appeared, and everyone who was gathered for his speech suddenly hushed. It was evident right away; this was the man that had killed Mi Zhang, that had killed their former governer. Many had mixed feelings about it; on one hand, Mi Zhang had been a just, if a bit stubborn, ruler. However, this old man had also promised them peace and security, prosperity...and he had not killed a single man inside the village. His troops were under control, and did not loot the buildings for gold. Thus, they were prepared to hear what he had to say.
Huang Zhong himself was more then a little nervous. In all his career, he had never been appointed such a task, by himself or by any lord. He was a warrior, and had only gained a small degree of skill in speechcraft over the long course of his life. But he had to speak to these people. he owed it to them for the radical change he had brought upon them today. Slowly, he took a deep breath, and began speaking loudly to his assembly.
"Citizens of Wan! I am Huang Zhong, a general of Cao Cao, ruler of Wei! I come before you today to aleviate you of your fears, and to speak of the future! As you now well know, your former prefect, Mi Zhang, now lies dead, and it was I who slew him. I do not say this to brag or gloat. Though he was stubborn, he was a man full of honor, full of dignity; his death was tragic, but he died the way he wanted to die, a warrior. I plan to carry on his legacy, and to bring you to greater properity then he ever could!"
The old man paused to let his words sink in, to let them understand that he meant to improve their way of life, rather then diminish it before continuing.
"I ask of you, people of Wan! Swear allegiance to Wei, and we shall treat you fairly and justly! You will be provided protection you deserve! You will be governed fairly and justly! We will build trade routes between cities to improve commerce! All that is required is your allegiance; fight for us, and you will be cared for!"
